I think what he's referring to is around section 113A, right next to the plans for the Zeppelin-mounted alternate reality superweapon and the new regulations mandating facial scars, monocles and thick German accents.
he's blathering about something that's been kicked around the wingnutosphere for a couple years now.
basically in 2008 then-senator obama was giving a campaign speech discussing strengthening volunteer organizations such as the peace corps, americorps, etc. there was one nugget in that speech referring to the growth of these organizations as a collective when compared to the US military ("a civilian national security force that’s just as powerful, just as strong, just as well-funded" as said military) that was immediately taken out of context and showed up on every wingnut blog and website on the internet overnight. the way they saw it, obama was talking about creating a private army of civilians to carry out his will.
when the healthcare reform passed, there was some language changing the way the public health service's ready reserve corps (doctors, nurses, and other medical personnel that can be called up for duty in the event of a natural disaster or the like) counted full-time corps members and reservists. the PPACA just removed the membership cap for the regular on-call corps as it was formerly limited to 2800 and added the reservists to the regular pool of corps members. so boom-instant army for obama, right? that's exactly what all those alex jones fans and moonbattery posters warned us about, right?
as a result of this move, the number of regular corps members now stands at a terrifying 6600 with a massive budget of $12.5 million; roughly what a good pro football player or mid-tier romney donor makes in a year.
You do realize that the "Obama militia" is just an expansion of the already existing Public Health Service Commissioned Corps Ready Reserve, yes?
Or are you actually afraid that Obama is going to mobilize this "new" force and come drag you out of your homes and steal your guns and bibles with his army of doctors, nurses, and dentists?
What's next? Are you going to realize that the National Oceanic and Atmospheric Administration Commissioned Corps is another existing federal uniformed service, and start hiding from your local weatherman?
You know, for whatever it's worth, dissidents get treated like shit in Cuban hospitals, yes, but they're said to have some of the best doctors in the world.
