The closest I can find to this is the Statute of Kalisz, a.k.a. the General Charter of Jewish Rights, and surprise, surprise, it doesn’t say jack shit about “be(ing) declared the property of the crown”. Now, the Statute does say a Jew had to testify against another Jew if a Christian brought up a suit against them, but that was solely to keep a Jew from being ramrodded to conviction by the all-Christian courts, as happened all the time pre-Kalisz.
Other than that, the Statute of Kalisz does such outrageous things as… make it illegal to kill or assault Jews, and fine Christians for destroying Jewish cemeteries.
As for Leo Frank, he was only charged with murder. Tom is just tagging on a false claim of rape to make it look worse than it actually was. He was convicted of the crime and sentenced to death (later commuted to life in prison); the lynch mob actually broke into the prison to drag him out and kill him. And a good number of historians think the black guy involved (Jim Conley) actually did it.
