Maybe because they are complicit(and that shelter very much was) in discriminating against actual women who, believe it or not can and also happen to be rape and battery victims.

Lets get a little bit personal on this one. I’m a transwoman who has had a very nasty case of being raped, if I was seeking help with a shelter that offers post-traumatic help in that area, I would have been coldly refused and got some extra bigotry thrown in my face as a cherry on top.
