Displacing low income blacks into the suburbs is a net gain for liberals. It spreads out democrat votes from cities (democratic strongholds with 70-90% liberal voters) into conservative areas. By reducing urban liberal white exposure to poor blacks, you reduce the rate at which they move to the suburbs and become conservatives. By sending the same dysfunctional blacks into the suburbs, you put more stress on conservative communities (triggering white flight further into the exburbs and making raising families more expensive for them). However, they already vote conservative so them swinging futher right it isn't a net gain for the Republicans.
In many ways, the Trump presidency is a pushback from older/established America (white conservatives and blacks) against the new America (white liberals, Asians, Hispanics).
