Why let the Feds have the money? We should privitize the system. Bring back indentured servitude. Have a national lottery. For a buck everyone gets a chance at a servant for 7 years. Or dole them out on the basis of need. Low income workers who need child care and the elderly who need caregivers get first preference.

Very nice, and turn this country into a battlefield of greedy idiots where something SOO important is not actually controlled(contrary to what you think). Of course, it fails in one point. The rights of the servant are never taken into account.
Your heart's in the right place, but not your head. The servants are also humans , with their own dreams and rights. You're not entitled to sell them, and neither is the government.

Sure. Pay a toll to get on the road, pay a toll at the bridge, pay a toll to get off the highway, get a subscription for using the parking lot at work, NOTHING gets done or built until the lowest-bidder is identified, then scream for federal funds (that don’t exist) in any emergency.

Maybe 20 names are drawn, in 10 sets of twos: first the one getting a servant and then the one who’s gonna be that person’s servant for the next 7 years.
