MILF-chan: (*sigh*) Yes, that is exactly what this amazingly absurd post implies. These folks just can NOT wrap their heads around the concept of common ancestry, let alone the scope of time involved for distant branchings to make such huge differences. Whether it's because it's too great a conflict with the Bible to even permit into their heads or just too big an idea for their tiny minds, they just can't seem to realize that they're nowhere near correct in their understanding of it -- so they fault evolutionary theory for their own failure to grasp it.

Cats and horses are on different branches in the genetic tree. Just like the Swedish poet Karin Boye is not your ancestor, the cat is not an ancestor of the horse, nor the other way around.
DNA is changed over time, through random mutation and natural selection.
