Funny thing: In English, the prefix "il-" (typically before a word beginning with "l") indicates the antithesis of the word to which it is attached, so "illiberal" is the opposite of "liberal" -- which, frankly, makes this portion of the sentence (above) actually frighteningly more accurate than not, in my opinion. Of course, this then begs the question as to why Joe McCarthy would want to change the situation, dead or alive.

Yeah, the good old days. McCarthy insinuated that what you did in your private life affected your performance as a public servant, and now that meme has parked itself inside the collective heads of America.
Since there isn't _anyone_ who's pure as the driven snow, all politicians and all Americans automatically fail McCarthy's stupid-ass acid test, and confidence in the political process to actually accomplish anything is headed on a self-reinforcing downward spiral.
1000 McCarthys in full swing would give us anarchy within a decade.
