No one, but no one, uses Hollow Point ammo for target shooting. Those rounds are designed for combat.

But I thought Obama wants to take away your guns!? Then why would he put a passage like that into a law (and a law about healthcare, no less!)?
1. You have no idea what a Marxist is; I doubt you even know who Marx was.
2. The ammunition purchase was intended to serve every DHS department (with the exception of the USCG)for the next five years . Immigration, Border Patrol, TSA, etc. etc. That's a lot of law enforcement officers.
3. Since HR-3590, aka the "Patient Protection and Affordable Care Act", is 906 pages long, not 2700 pages, I'm going to assume you pulled that little factoid out of your ass.

Then... why is there provisions in at least one state to make sure that it is legal to transport Hollow Point ammunition to and use it at Target ranges??

You're seriously expecting me to believe that in the text of a law they actually used the words "guns and ammo" instead of "firearms and ammunition?" And how convenient that you fail to mention the actual page this passage is on.
I went and called this guy's bluff by (*GASP*) checking the text of the law.
The text of the Patient Protection and Affordable Care Act (Public Law 111-148, 124 Stat. 119), popularly known as "Obamacare" does not contain this alleged phrase. A search of the text (http://www.gpo.gov/fdsys/pkg/PLAW-111publ148/html/PLAW-111publ148.htm ) for the word "confiscated" revealed no matches.
Neither does this phrase appear in a major amendment to PPACA, the Health Care and Education Reconciliation Act of 2010 (Public Law 111-152, 124 Stat. 1029):

Additionally, a cursory search of the US Code (a codification of current US statutes: http://www.law.cornell.edu/uscode/text ) does not reveal an instance of the word "ammo," so I don't know where this guy thinks the phrase "guns and ammo cannot be outlawed, regulated, or confiscated" appears in the current law of the United States.
In any case, I'm not sure what point he's trying to make regarding the inclusion of such a phrase into the healthcare law.

I just downloaded a PDF of the bill and searched "ammunition". On page 767 there is a section about how the government isn't allowed to collect data on any lawfully owned firearms or ammunition.
So basically nothing, but good luck telling that to these paranoid rubes.
