Attempting to see the line of thinking here...

No, they would not have souls before they were conceived. The reason being is that their DNA (which actually makes them human) has not come to be yet. They only have half of the genetic material needed. The X and the Y must unite to complete the DNA sequence of that specific individual. The most you could argue for is that the sperm has half a soul and the egg the other half and there is no telling which halves would end up together.
