Your statement is true on theism, but not on atheism. On atheism, there is nothing whatsoever wrong with lying. When you use words like "repugnant" and "degeneracy," you are pointing to objective moral values and duties. Such values and duties just do not exist at all on atheism, and your "pope" and "cardinals" agree with me here:

There you have it - that is YOUR world. You don't get to borrow the existence of objective moral values and duties from some unknown "god" - they do not exist to you - they are merely flavors of ice cream. When you make objective moral claims, you are actually acknowledging the existence of an Objective God - for which I thank you very much! :-)
