Why just hope? Why not actively try? Here's how--contract AIDS (shouldn't be too hard, bugchasing exists after all), and start spreading blood/infected needles everywhere to make everyone get AIDS! And then laugh maniacally as you are quickly sent to jail.
Or, even easier, break into those government biolabs which have ebola and shit. But you will inevitably fail and just go to jail anyway for trespassing.

I can't even figure out which people he wants to smite. The people in countries that the people can't control (i.e. dictatorships)? The people in countries that the countries can't control (i.e. anarchies)? The people who are growing because they can't control themselves (i.e. everybody except, I suppose, China)? Some of the people in any country, if they individually can't control themselves?
This is why you need to stay in school, kids. I mean, the Unabomber at least made sure his manifesto was legible. (Sort of.)
@TimeToTurn: As expert on virology as you as everything else, I see. Here's a tip: ebola gets press (and it's disgusting) but it's too quickly lethal to be a truly effective epidemic. Go for smallpox: proven potential, and nobody gets vaccinated anymore because it only exists in a handful of (counter-)biowarfare labs.

There are frightfully simple ways for dedicated terrorists to kill large numbers of people while ramping public fear to 11.
I can think of four ways off hand, none of which involves trying to break into an extremely secure biohazard facility. Three of those ways I (or anyone with a grad degree or even a Chem 101 book) could build at home with nothing more than the tools and common household chemical agents where they are.
I'm not posting them because I would sooner not give bad people lethal ideas. Problem is, at least one terror group pulled a stunt that fits my top four. If they'd actually known how to properly deploy the chemical agent they used as a weapon, tens of thousands would have died instead of "merely" dozens.
I (seriously) thank whatever god there is, every single day, that most terrorists are either short-sighted, undereducated, or just plain stupid.
