Free within reason . Just like the US is sovereign within reason and has to answer to International Law.
Most crimes are sins, but not all sins are crimes. I can covet all I want just as long as I don't take. I can have all the adulterous sex I want and face absolutely no criminal consequences, divorce being a civil issue

Shoplifting deprives someone of profit, i.e. it causes harm to someone.
Sin is an arbitrary concept, it's not a crime.
