Answer:
He did. Innocent children and babies will live eternally in heaven. Children who grow up to be lust filled idolators will not be in heaven. Had God allowed these children to live, they would have grown up just like their parents and would have been lost for eternity.
Instead, God who knows the end from the beginning chose to save these little ones by allowing them to die in this life so that they can be saved in the next.

Wow. Not content with merely judging strangers, this person has extended the concept to judging the potential futures of children who never had a chance to grow up, assuming they existed to be killed in the first place.

Well then you wouldn't mind if I snapped the necks of your future children the moment after they were born. After all, it's the only way to really assure that your children will get into heaven. You probably also approve of the way some Spanish conquistadors would slaughter native infants after baptizing them in order to save them from the path of pagan gods they would be sure to take were they allowed to grow up.

It means that he knew, before he started this farce, that the whole thing would be a complete failure and he'd have to destroy it and start over.
It means that he knew, from the beginning , that his pet project was doomed to screw up.
It means, Bright Eyes, that your God is a masochistic prick who enjoys watching lesser beings--of his own creation--suffer and die and then suffer some more.

God destroyed all but eight of the worlds population of humans. There's no mention of any of them going to heaven because they're evil and unredeemable, every last man, woman and child.
They also don't say they're going to hell (I believe) because neither Satan or Hell is mentioned in the story of the flood.
