Every corpsman I ever had in the Navy was opposed to sex with prostitutes. Also, every time we pulled into any port other than our home port, they were at the end of the brow, handing out condoms. The purpose of handing out condoms is to protect anyone who MIGHT be having sex.
And at no time did a corpsman handing out condoms mean that HE wanted to have sex, neither with the sailors NOR with the prostitutes.
So handing out condoms to teens is because I DON'T WANT THEM TO SUFFER! I don't want them pregnant, I don't want anything to turn black and rot off, I don't want them spreading anything because they're too embarrassed to go to a clinic. I don't want them dying of AIDS.
Not because either of them are attractive to me as a partner.

Again, it's about protection. If they have decided to have sex, if the parents say they can't have a condom, that is not going to stop them from having sex. BUT, if the parents have brought the kid up to abstain, they lose nothing by having a condom in their locker. My kids were constantly coming home from college with free condoms. And not using them.
