Only in theory. Human cloning has a few problems to be worked out still, not the least of which is the ethical concerns.

Not to my knowledge. Scientists are lucky to be able to clone the animals they do clone. The process isn't quite as straight forward as it seems.
"A piece of hair taken from you while you are sleeping, or perhaps a blood sample from a hospital if you have had blood taken for any reason."
Now, I realize that most people don't like being in a hospital but it's only the truly paranoid that have that as a reason.
"Or even from an infant PKU test that is required before your mother can even take you home after your born (if you live in America). If you have ever been in a hospital they most likely have a sample of your DNA."
So? You realize that every time you speak or exhale through your mouth that thousands upon thousands of the cells lining the insides of your cheeks are expelled, right? If anyone wanted your DNA all they'd have to do is swab a phone you've used.

Again, theoretically it could be done. It's also theoretically possible to approach the speed of light but I wouldn't count on that happening any time soon either.

How do you know a 'soul' isn't an inherent property of human DNA, in which case your 'twin/clone/sci-fi wet dream' would have one also?

Until s/he finds out you exist, escapes from the super-secret government facility it's being held at and comes after you in it's evil plot to kill you and steal your life--the life it was denied for all those years...
or so the bad sci-fi plot would go.
Tell me, why the hell would anyone clone random people for no apparent reason? Have you any idea how expensive and time consuming that would be?
