It's all paid for out of your Federal taxes. And said senators etc, represent the state, as they are elected by you. Therefore by definition, they decide things for you; after all, if they don't do what you want, all you have to do is vote for the other guy. I suggest you take a good look at the above document. Nowhere does it so much as mention the words 'God', 'Jesus', or even 'Creator'. Surely, if religion was that inportant to the Founding Fathers, then they'd have mentioned such at least once - and right from the start.
But I guess religion wasn't so inportant to them - if it ever was:
