In London, buskers have to audition before a certain board, to gain the legal right to ply their trade on the London Underground, such is the absolute power of Transport For London (Black Cab drivers have to undergo an ultra-rigorous exam by TFL, prior to gaining their taxi licence; 'The Knowledge', and all that jazz).
Above ground, buskers, street performers etc. have to apply for a licence, especially from Westminster Council, and a permit from the police. Anyone else can be considered to be causing an obstruction/causing an affray/not licenced for public speaking*, and can be arrested.
