There is no reason why God couldn't have "designed" evolution. That's called "theistic evolution". Many scientists of faith accept it. In fact, such a god would actually be far smarter than the simple god imagined by fundies. Evolution and God are not in conflict. The conflict is only between evolution and the Bible , not evolution and God. It's fundies who deny the omnipotence of God - they create God in the image of the Bible, a book written 4,000 years ago by a bunch of bronze age Arab sheep herder.
The number of chromosomes is an irrelevant statistic. Chromosomes can split and recombine. Ferns have thousands of chromosomes.
