Oh, don’t be sill. The whole world can’t be the athiest. Someone will be athier than someone else, but only one can be the athiest.

As atheists, we don’t think there are any gods, which means NONE of the rules we live by came from a god. So the obvious answer is the historical one: People make all the rules.

And civilizations with the best rules tend to do the best for the greatest number for the longest time.
People would join the most successful tribes, clans, city-states, empires, for those benefits. And to join in, you’d adopt the rules presented.

To live in their city and gain the benefits of their society.
