There is. It's in the Constitution. You can withhold payment until your grievances are addressed.
Unfortunately, that is only in an Amerika where we are following the rule of law. Right now we live under complete tyranny so if you try it they will send their minions from the SWAT branch of the gestapo squad IRS over to your house to no-knock-raid you, kick in your door, shoot your dog, throw a flashbang grenade in the crib, kidnap your children and send them off to communist re-education camp, seize you, your property, and your bank accounts, and throw you in GITMO without reading you your rights and without possibility of a fair trial.
