As science changes all the time, it's not a dictator but a guide. The Bible says "Do as I say, or else..." That's more dictator-like.
A few examples, not the next paragraph after your quotation, as you must have read that, surely. Surely?
"Leviticus 19:9-10
“When you reap the harvest of your land, you shall not reap your field right up to its edge, neither shall you gather the gleanings after your harvest. And you shall not strip your vineyard bare, neither shall you gather the fallen grapes of your vineyard. You shall leave them for the poor and for the sojourner: I am the Lord your God."
"1 Chronicles 28:8
Now therefore in the sight of all Israel, the assembly of the Lord, and in the hearing of our God, observe and seek out all the commandments of the Lord your God, that you may possess this good land and leave it for an inheritance to your children after you forever."
"Titus 3:1
Remind them to be submissive to rulers and authorities, to be obedient, to be ready for every good work,"
(The teabaggers have not read this one...)
"1 Peter 4:10
As each has received a gift, use it to serve one another, as good stewards of God's varied grace"
