Have a 15 year old girl attend a one hour class on contract law. It does not make her able to understand contracts.

Technically, a 16-year-old is committing statutory rape by having sex with a 15-year-old (assuming legal age of 16), unless it's in a state with a Romeo & Juliet exception. If they're both underage, then it's not considered a crime because they'd both be offender and victim.
If you can't understand the difference between a 16-year-old having sex with a 15-year-old and a 35-year-old man doing the same thing, then you're a stupid idiot. There's a huge difference between a year or two apart and being twice someone's age.

The brain is not fully developed until the mid-twenties. For some reason, we have decided adulthood begins before then, usually 18. Before then, people are legally children for a reason. Two teenagers being stupid together is developmentally inappropriate. An adult (male or FEMALE!) who would want a relationship with a child is either mentally deficient or manipulative. Judging from the rest of your post, in your case, I'm going to go with manipulative.
Not that you (hopefully) get any sex, but sexual impulses don't work like that especially for adolescents. That's part of the reason that sex-with-minor laws exist. I would comment about mental and emotional maturity as well but you of the very appropriate name clearly is not possessed of enough of either to understand.
Because a 15 year old is nowhere on the level of maturity or life experienced as a 35 year old.

What about a 15-year-old boy; do you think he should have sex with 35-year-old women? Or with 35-year-old men?
A mature rule in sex ought to be, if the one you want to have sex with doesn't seem conscious enough to give informed consent, don't have sex, and if the one you want to have sex with seems less than enthusiastic about having sex with you, don't have sex. Leave it to a time when you're both willing and able.
