So anyone pretty much can murder millions of Russians, Jews, and Cambodians (for starters), and pretty much get away with it, with human justice being what it is and all.

Why does it have to be millions? This is such a weird thing to say. The only thing stopping anyone who wants to kill somebody from killing anyone is certainly not a fear of hell.
It is true that there is no evidence of God, heaven, devils, Hell, etc. My observations suggest that the aforementioned concepts have never been about morality, so much as they are tools with which subjugate, persecute, and convert "infidels" and control the faithful. I would further assert that the various faiths of the world have a general tendency towards hypocrisy and political stupidity for these reasons. I hope this isn't TL/DR!

Yup, because belief in the devil is the only reason people don't run around killing others left and right. Morality and justice just don't exist without God and Satan.

Or you could have your religion and your god, heaven and hell, and still murder, rape, and torture humans and animals as much as you want, and then, before you die, accept god and pretty much get away with it, using Jesus as your "get out of jail free" card to get into heaven.
Not "anyone pretty much" so much as those in positions of great power. I, personally, do not have the power to get away with murdering millions of people. Or even the power to do so at all, for that matter.
Now, human justice hasn't done all that well with dealing with crimes against humanity yet. The ICC is slow and unwieldy. However, I certainly hope that we act under the assumption that we can perhaps bring justice, instead of depending on outside forces that may or may not exist for that.

The truth is that one can almost say anything about a god and get away with it. Look at the discrepancy between the genocidal war god of the Old Testament and the love-god of Christian pacifists.
Yes, the court of law is just an illusion used by atheists to trick theists into believing that there's any kind of retribution for crimes.
Also, when trials are undertaken at the ICC, they are just acting for the purpose of providing entertainment for the viewer.
Of course justice is fallible, and most despots get away with their atrocities, but that's just how it seems to be. Wishful thinking isn't going to make punishment for evil doers that have escaped justice any more likely.
Yup, there's no "the devil made me do it" and you have to face up to personal responsibility. Human justice is fallible, but at least it provides some measure of accountability; with the mass murderer who is "saved" on his death bed, you get none.
They cab "get away with it" assuming no one kicks their ass when they try to do so.
The funny thing is, people tend to fight back.

Interesting. On the one hand, the only thing that apparently withholds you from killing millions of people is the fear of Hell. On the other hand, you're fine with killing millions as long as you can say that the Devil made you do so. You'd better see a psychiatrist.

It does not rationally follow that one isn't responsible for their actions in the absence of the existence of supernatural authorities. Certainly human society has the authority and ability to hold its members accountable for acts of violence and/or murder.
