I think the problem here is with the definition of positive claim. For example Donald Trump isn't in the room is equally as ''positive a declaration'' as Donald Trump is in the room''.
Atheism is never the default since God can always be assigned a universally creative role. Sagan knew it, the Deists knew it it is only the axe grinding atheist linguistic string orchestra, who made linguistic fiddling popular, who seemed to forget it.

If all atheists say "There definitely is no god of any sort anywhere" then you might have a point. However, it's not out of the question to say "there are no unicorns" since we humans tend to realize that they are mythical creatures created by human imagination. Unfortunately we aren't at the point where we recognize the same about gods.

Atheism is the rejection of the positive claim that a god or gods exist. Is it not the positive claim that no god or gods exist.
It's similar to the difference between not guilty and innocent. The burden of proof is on the prosecution to demonstrate that someone is guilty. Failure to meet that burden of proof is not the same thing as a declaration of innocence.
Atheism is the default for human minds. All you need to do to prove that atheism is the default is travel to any European country where kids are not saturated with religion from day one, and survey a large sample of newly verbal toddlers, asking them what god is. Kids learn to believe in gods in the same way they learn to believe in a place they've never seen or a dead relative they never met; grownups insist on the reality of these non-verifiable concepts.
