First of all, the total number of people that have ever lived is 7.2 trillion, give or take, not 100 trillion. Second of all, very little of those ideas were linked to your so-called Darwinism. Third, genocides have been going on since men waged wars. And some of them were caused by, guess who?
Hitler, not an atheist. Nominally Catholic, definitely a theist of some sort, but not an atheist. And the Nazi party was as a general rule deep into paganism and the occult, so they don't qualify as atheists either.
Communism, yes, atheistic, but ultimately it became a religion of its own. Stalin primarily worshipped himself, and Mao (and Pol Pot and others after him) had an obsessive case of Not Invented Here syndrome that led to numerous bloody murders of those who weren't ideologically pure enough. In other words, the fact that they were functionally atheistic was meaningless, as they were highly dogmatic and produced secular idols of their own.

There is a difference between religious persons or atheists doing bad things, and religious person doing bad things in the name of their religion or attempting to justify their bad behavior by way of their religion. No atrocities that I know of have been committed in the name of atheism.
Just because a country's government is not a theocracy does not make it an "atheist regime."
