Easy... if he likes dressing up, kissing other boys, and generally being uninterested in girls (despite said raging hormones), then he is gay.
Okay, a bit stereotypical, but whilst someone may take years to figure years to figure out they are homosexual, others simply know they are through and through... now, leave the gays alone and go back to your 'perpetual fear of death' cult...
Determining the sexuality of your thirteen year olds has never been easier with my patented "Doubt-Be-Gone" orientation detector! Simply take the two enclosed pictures and place them at opposite ends of a room. Depending on which one they favour, subtle clues can be extracted towards their sexuality:

I didn't know I was gay, because I didn't know what the word was when I was 11 ... but I knew I was really interested in the male body ... extremely interested. I also thought I was the only guy in the world that felt that way toward other guys.
I may not have known the terminology at the time, but I definitely knew what turned me on.

True. I think I started puberty around age 12, and I had no physical reaction to girls -- guys were a different story.
How can someone who feels hungry, and their stomache is growling, KNOW they are hungry? Just because you were sleeping a second ago, and your head is spinning, does that mean you KNOW you're sleepy? How can you KNOW, just because you drank 10 beers in 30 minutes and you have trouble walking around and speaking clearly, that you're inebriated? Just because you feel warm doesn't mean you KNOW you're warm, stop sweating, you're not fooling anyone.

The original post and most of the responses are quite uninformed. Sexuality isn't quite so dualistic as to be neatly split into "gay" or "straight". It seems that many people have both heterosexual and homosexual experiences throughout their life.
Similarly, one can help notice the continuous confusion between gender and sexuality.
Not that I have any firsthand experience, but I would assume it all depends on what sets those hormones raging.

Of course, there's the Kinsey curve with people falling along a curve ranging from exclusive hetero to exclusive homo, most people falling somewhere in between. According to that, I'm one of the few people who do fall in the one extreme end: exclusively homosexual.
Whether or not a person knows how to categorize him- or herself, doesn't change the fact that people know when they are physically attracted to another person, no matter where they fall along the curve.

At least two people came forward and said that of course a 13 year old is going to know who they find attractive. Duh.
I remember being a kid with raging hormones...and even though I would have nailed any number of inanimate objects, I never found myself excited by other boys or men. That's how I knew/know I'm hetero.
I just assume it's the other way around for gay guys. That's how they KNOW they're gay.
Can I also say, "Duh."

If it weren't for the fact that it was on RR, I'd say that this wasn't fundie. I've always supported gay rights, but I wondered the same thing myself, before I learned that many gays have an inkling before they hit puberty. I figured that no one knew for sure either way until a little later.
