Two adults who are closely related may have sexual relationship, but they ought not to have children, due to the increased risk of birth defects. People who grow up together usually don't feel sexually attracted to each other, though.
There is no such thing as a "benign pedo". Child molestations are both traumatic and illegal. Kids who have no parents ought to have other guardians, who protect them from pedophiles and other dangerous people.

Children depend on their parents and/or older siblings. Usually, they also trust them. And to do something like this, to a kid who most likely doesn't understand and trusts their mother/father/sister/brother to never hurt them is not just revolting and sick. It is below subhuman. Not only is it manipulative, but it can seriously fuck up the child's ideas of love, trust and intimacy. As well as possibly hurt the child. It certainly didn't help the Hapsburgs, which were notoriously inbred (they didn't want to dilute their power). The family was riddled with birth defects, stillbirths and child deaths, and became pretty much extinct.
