False, it is the responsibility of men to not be creepy fuckers perving after high school girls. Men, contrary to what you apparently believe, have self control and should utilize it more often. It is not the responsibility of women not to be raped, it is the responsibility of men not to rape.
I can understand Sandra's concerns a little bit. After all, we all know that Christianity is a testosterone mismanagement system for beardies, both actual and virtual. On the other hand, I'm surprised that such an old girl attracted their attention. Although, in retrospect, and in the Christian men's favour, I understand she was seen to move.
Plus, I imagine it's difficult to control instinctual behaviour and avoid involuntary responses when you don't have a mind.

It is any old guy's responsibility to NOT "look twice" for the wrong reason at a young lady even if scantily clad.

That's were common sense goes wrong : countries were burqa is worn have as much rape as other countries. And rape on beaches is a very uncommon event - event though most ladies there are in provocative swimsuit.
I can understand the mistake(nearly thought like that, not long ago) - yet, it's a mistake. It's better to prepare tour society to manage sexual frustration(that will happen whater) than to try to hide it.

Maybe part of the problem is the males with no self-control. Even as a hormonal teenager, I was able to behave like a decent human being & not ogle every girl in a dress made after the Victorian age.

Most men can control themselves, although "looking" in itself is really quite harmless. Years ago I walked past a ground floor hotel window, in the room with the curtains wide open in broad daylight was a completely naked and quite attractive woman lying on the bed. Did I break in and commit some illegal act upon her person? Of course not.
Fundies like to portray men as the the intellectuals and decision makers and women as the servants except when women are not dressing up to their standards and then men are suddenly mindless cavemen who can't help themselves.
