If evolution was true I would expect to see abundant non-lethal mutations among all the species of life on Earth today. Shouldn't there be a person somewhere who has tooth enamel on his scalp instead of hair?

That's not how mutations work. Such a huge change in body plan would require such a huge change in genetic structure that there are bound to be negative (and most likely lethal) consequences for such a mutation. Evolution also works through negative selection, you know?
Also we would actually expect abundant NEUTRAL mutations and indeed, we find a huge amount of those in all species of life. Negative mutations are selected out, positive ones are rare.

Get yourself tested. Your DNA probably has at least 30 mutations, gene trats that do not come from either if your parents. Everyone does. The number varies with each person, but 30 is at least likely.
Yours apear to be nonlethal...?

According to all the experts, you probably have about 60 mutations in your DNA that don’t come from either of your parents. We all do.

It would take several generations of one mutation providing some small advantage being backed up by an advantage being retained for LOTS of generations until it starts to show changes we would be able to perceive.
Not like the Late Late Night Double Feature where mutations cause an instant shift to monsters.
