If you want to get technical, the human brain isn't fully developed until around age 25, so at 18 a girl is further along in adolescence than a 13/14 year old girl, but not yet finished. The age of 18 as the age of consent is pretty much arbitrary. Both 13 and 25 make more sense (you could argue for either one).

13 does not make more sense than 18! The human brain has done quite a bit of developing during those five years in-between.
YOU could argue for either one, perhaps. Decent people have come to a consensus (at least in the Western world) that adults should not have sex with children, as the power imbalance is too great, and in most countries you are legally a child until around 18.
I'm sorry, but girls that age are neither mentally nor physically mature enough for me to find them attractive.
