It's a perfect example of the black-and-white thinking they use, combined with the lack of any cognitive ability to perceive a world in which their rules don't apply.

Considering that the people making the bobbie and willie monsters are probably kids, I would not call this pornography. Immaturity, sure, but hell we were all there once.
Oh, come on. Any time anything has an in-game design function--decals, monsters, whatever--the first thing anyone will make will be a wang. It's basically a natural law.

Sadly, I have to agree with the comments here that my province is like the Texas of Canada. However, I have to say that only Alberta is this bad, and all the other provinces are much, much better if you want to move to Canada (though Québec has some pretty bad anti-anglophone bias).
Also, as a fan of Spore, I know that EA is aggressively banning everyone who submits something like this to the game, and that the odds any creature will be like this are well under 1,000 to 1.
After playing around with the demo of the Creature Creator, I have concluded that Spore has the potential to have some of the most enjoyable and interesting user-created content ever seen in a video game. Of course, half of the creatures out there will be walking penises.
Still, if a fifth-grader oh-so-cleverly designs his alien race to look like his privates, that is in no way equal to child porn. As others have already pointed out, children viewing pornography is not the same thing as children in pornography.
