Wow. This is about the most blatant use of the Bellman's Fallacy since I read DavidfromTexas' posts in the following thread:

Hey! It's true! I read the Rukhnama three times, and I got spiritual wealth to the tune of 5,000 gp, +2 Intelligence, and a Pendant of the Gods! I tried to go to heaven, but only made it as far as the Astral Plane before I had to return to fight a dragon and get the +25 Scale Armor.

Ruhnama (The Book of the Soul), is a book written by Saparmurat Niyazov, late President for Life of Turkmenistan, combining spiritual/moral guidance, autobiography and revisionist history, much of it of dubious or disputed factuality and accuracy.
By 2004, the teaching of algebra, physics, and physical education had effectively ended in Turkmenistan. In place, students are encouraged to memorize the Ruhnama and chant slogans praising Niyazov.
I also see that between 1998 and 2004, the population of the country dropped by ~15% (it has since rebounded), and while the economy was growing, it was growing at one-third the rate that Niyazov's government claimed (there is a similar disagreement in currency exchange rates).
Right now, unemployment is ~60%, but "unemployment does not exist officially". On the other hand, literacy is as high as it is anywhere and economic growth has accelerated since Niyazov's death.
So Yeah.
