In an interview with Swiss journalist Darius Rochebin, Chinese ambassador to France Lu Shaye said that former Soviet countries "have no effective status in international law."

Tunisian president says migration to Tunisia aimed at changing demography
Tunisia's President Kais Saied denounced undocumented sub-Saharan African immigration to his country on Tuesday, saying in comments criticised by rights groups that it was aimed at changing Tunisia's demographic make-up.
Speaking in a meeting with the National Security Council in comments the presidency later published online, Saied said the influx of irregular migrants to Tunisia must quickly be ended.
"The undeclared goal of the successive waves of illegal immigration is to consider Tunisia a purely African country that has no affiliation to the Arab and Islamic nations," he said.
Tunisian rights group, which had this week already condemned what they call hate speech directed at African migrants, said Saied's comments were racist.
"It is a racist approach just like the campaigns in Europe... the presidential campaign aims to create an imaginary enemy for Tunisians to distract them from their basic problems," said Ramadan Ben Amor, spokesperson for the Tunisian Forum for Economic and Social Rights.
Tunisian authorities have this month cracked down on migrants, detaining dozens of them.
Saied said in his comments that parties, whom he did not name, had over the past decade settled African migrants in Tunisia in return for money.
Black Tunisians have a long history in the country, making up 10% to 15% of the population, and rights groups have said the country has not done enough to address racism.

HUDSONVILLE, Mich. (AP) — The father of a severely autistic 16-year-old Michigan boy who drowned in a family pool has pleaded guilty to involuntary manslaughter.

Moscow (AFP) - Two senior Russian Communist MPs on Friday presented a draft bill calling for people who come out as gay to serve up to 15 days behind bars.
Ivan Nikitchuk and Nikolai Arefyev are proposing a fine of up to 5,000 rubles ($80) for people who publicly say they are gay.
Those who come out in educational institutions or government offices should serve up to 15 days in police cells, they say.
Homophobia is still widespread in Russia, with 37 percent telling the Levada independent polling agency in May that homosexuality is an illness, and 18 percent saying it should be punished by law.
The MPs told the pro-Kremlin newspaper Izvestia they came up with the measure because a hugely controversial ban on "gay propaganda" to minors signed into law by President Vladimir Putin in 2013 was not proving effective.
But the proposal appeared extreme even for Russia and was not expected to get passed by parliament.
Even Saint Petersburg lawmaker Vitaly Milonov, who is among the strongest backers of the existing gay propaganda law, questioned the need for new measures.
"We can't sentence people to 15 days just for admitting (their sexual orientation)," Milonov told AFP.
"Of course if it's propaganda, that's a different matter."
The Communist lawmakers said they plan to submit the bill to parliament later Friday.
Nikitchuk, the 71-year-old deputy head of the parliament's natural resources committee, said the bill would only apply to gay men.
"We think women are more reasonable people and more able to manage their emotions," Nikitchuk told the Russkaya Sluzhba Novostei radio station.
"So far, we're not touching women."
"Lesbians, the threat has lifted, you can reveal yourselves," opposition politician Alexei Navalny joked on Twitter.
The proposed legislation prompted criticism both from supporters and opponents of gay rights.
"Chewing over this topic of homosexuality is a breach of ethical norms. I'm sure the draft won't get through parliament," pro-Kremlin United Russia party senator Alexei Alexandrov told RIA Novosti.
"Those interested in this topic are going too far. I would advise them -- both homosexuals and homophobes -- to leave it in peace."

An arms maker in Florida is engraving Christian symbols on its assault rifles, in a marketing ploy denounced by a Muslim group as fomenting "hatred, division and violence."
The "Cruzado" assault rifle is inscribed with the cross of the Knights Templar, a religious order that fought in the Crusades, and a psalm from the Bible -- features that its maker, Spike's Tactical, says are intended to keep the weapons out of Muslim hands.
"We wanted to make sure we built a weapon that would never be able to be used by Muslim terrorists to kill innocent people or advance their radical agenda," said Ben Thomas, spokesman for the company, which is based in Apopka, Florida.
The Christian symbols would prevent the guns from being shipped to the Middle East, he said, claiming the rifles have been a hit with the company's customers.
"We sold out of rifles in the first 72 hours and there's a backlog of several weeks," he said, declining to say how many have sold.
The Florida branch of the Council on American-Islamic Relations issued a statement decrying "this manufacturer's fancy new gun."
"This is just another shameful marketing ploy intended to profit from the promotion of hatred, division, and violence," it said.
Thomas, asserting he was not a bigot, insisted: "If they think the word of Jesus Christ causes hatred, they don't understand Jesus Christ."
Los Angeles (AFP) - A white US police officer who turned in his chief for allegedly making a series of racist slurs in reaction to a black woman's complaint said he fears for his life.
Officer Alex Stone, of the small city of Clatskanie, in the western state of Oregon, said he and fellow officer Zack Gibson decided to come forward in August after watching "in complete bewilderment" as their police chief, Martin Hoover, pounded on his chest and howled like a monkey while being briefed about a complaint by a black suspect.
"We were just completely at a loss for words," Stone said Wednesday. "I was raised to believe that everyone is created in God's image... and I won't tolerate anyone, especially if they are in power, treating people as if they are less than human."
He said when he expressed surprise at Hoover's reaction, telling him that the woman filing the complaint had been injured, the chief said: "That's what they deserve."
Stone told AFP that he has received death threats from the local community and been racially abused since he and Gibson filed a complaint earlier this summer.
"Just yesterday one of the local business owners said he wanted to take me into the woods and shoot me in the head. Another said he wanted to string me up by a noose," said the 36-year-old officer. "People are emailing me saying they hope I get shot in the head.

The case comes amid a renewed debate in the United States over race relations and police violence.

In a letter to the local paper last week, mayor Diane Pohl thanked Hoover "for a job well done."
"Just take it easy on the elk, bear and fish that you will have more time to pursue," she added.
Mat dos Santos, of the American Civil Liberties Union in Oregon, which helped Stone with his complaint, said the case highlighted growing distrust of the police.
"Right now, public trust in the police is very low based on all these incidents that have taken place across the country and this incident widens the chasm between police and the communities they serve," he said.
"The public wants to believe that there are good officers out there, that not every officer is a bad apple and what this chief did further erodes public trust in the police."

Stone said that while fellow police officers in Clatskanie, home to about 2,000 residents, and across the country have voiced support for his actions, he has faced a backlash from the community and city officials.
"Not one city official has contacted me or my family to see if we are OK," he said.
Still, he said he did not regret filing the complaint.
"I want people to understand that the majority of police officers are not racist," he said. "We really do care about everybody.
"This person (Hoover) does not reflect the majority of police officers."
Neither Hoover nor city officials could be immediately reached for comment.

In other words, if you do not believe a homosexual marriage is valid and constitutes a family, you would be totally free not to pay for a homosexuals health care even though you pay for those of heterosexual families you employ, but homosexual marriages and other unnatural marriages should be banned (even under common law) because they violate the laws of nature. This is a freedom that should apply to ANY business owner, as Jesus says in Matthew 20:15: “Is it not lawful for me to do what I will with mine own?”
A few reasons why gay marriage is being sought is because men and women realize the difficulty of trying to have a family in a culture of big government corporate redistribution of wealth agencies.
Children are growing up seeing struggles and divorces of their parents as they face financial difficulties. Another reason is men see the very real (over 50% marriages now end in divorce) possibility of having to make communist redistribution of wealth government forced child support payments when they divorce. Who wants to face this in the future? No man does.
Also marriage licenses are unnatural. Marriage is a right, not a license—as breathing air is. If you can believe in marriage licenses, you can also believe in homosexuality. There are other reasons too, for example, single people claim homosexuality in order to get the Federal benefits.
