Well, the human body indeed emits radiation. But it's not limited to the eyes and of course not to gender.
About 5000 atoms of potassium-40 decay in your body every seconda little less if you’re well under 70 kilograms, or 155 pounds.
But!:
Only ten percent of those decaying atoms give off gamma rays, and only a small percentage of those rays make it out of your body.
Further:
Sleeping next to a person for a year gives you about 1 millirem of radiation. Assuming eight hours of sleep a night, that means a human body gives about three millirem a year of radiation. That’s about what you’d get if you spent nine days in Atlanta or six days in Denver (a higher altitude means a higher dose of radiation).
And of course a hijab out of fabric would do zilch against it.

First, no. That isn't even a thing.
Second, if male eyes emit radiation, why isn't absolutely everyone wearing a lead-lined burqa (obviously including men)?
Third, wha...where the fuck did you hear that?
Why only of a female? Are men's skin and hair much tougher?
A hijab doesn't cover that much skin, honey.
Why not provide protective goggles to the men instead?
According to whose science? The only radiation emitted from the human body is primarily infrared, in association with body heat produced, and very minute amounts in other spectra associated with radioactive materials we've absorbed. Oh, and women absorb those materials too, so they're already emitting the same radiation. And a hijab isn't thick enough to stop any of it.
As awesome as it would be if we could shoot lasers out of our eyes (Pew, pew), this is utter nonsense. If you think this is true, I invite you to wear a hijab while taxing a stroll through a nuclear reactor to prove it.
