Bizzarely there is a single grain of truth: rather than ignorant and uneducated paupers an alarming number of Islamic militants that are recruited rather than kidnapped and indoctrinated have an advanced education.
The odds of it having anything to do with biology can be safely assumed to be zero or close enough to it to not register mathematically but something they learn somehow makes a life dedicated to violent, hypocritical mass murder and societal regression more compelling.
Which makes absolutely no sense whatsoever but somehow the correlation exists.
The core ideology of terrorism is that you can do something you would never in your life ever forgive another person for doing and expect to be thanked for it as long as it gets you what you want regardless of what anyone else thinks or how they suffer because there is a sliding scale of value on lives and ideals.

Many young people are more extremist than they will be later in life, so you have to make sure that young people have real opportunities to make something useful of their lives. Free or cheep higher education, universal healthcare, an open and supportive environment, affordable apartments for when they want to move into their first own homes. Things like that.
If all you can provide the next generation with is "fuck you if you weren't born by rich influential parents", then you're going to have a lot of radicals and some that move into terrorism.
