I see many ramifications. Tolerance of spousal abuse, rape apologia, heteronormativity, repression of the woman's interests, and unnecessary stigmas could all result from this obsession with modesty.

there's a mennonite church on my way to work; i occasionally pass by as it's letting out from some function or other. the women all dress very "modestly" --- think "little house on the prairie". they're a century and more out of date. they stand out. the mennonite men? dress like any other salaryman on the street.
any dress code that conspicuously separates one gender, and not the other, from general society at large, is oppressive to the gender thusly separated. this really should be too obvious to even need stating, but apparently it isn't.

People ARE sexual objects! We are the ORIGINAL sex objects! WE ARE ATTRACTED TO EACH OTHER! There is nothing wrong with this, and dressing men and women up in restrictive outfits will not stop people from sexualizing them. It's what we do! Sexuality has almost NOTHING to do with character! You miss the point entirely. In the western world women are free to dress however they want. If they want to dress in a revealing manner they can. If they want to wear a burka, they can.

The modesty culture that you presumably associate with eastern countries does not prevent high rape statistics, and a culture of covering up, as is the case in places like Papua New Guinea and Pakistan.
