I'm also guessing that most of this is going to developing countries. Not to sound callous but in North America and Europe, HIV is now a manageable illness and it isn't the death sentence it was 30, 40 years ago.
I think he's also assuming that "Stacey and Chad" are raw dogging right and left and not practicing safe sex.
That's not that much money, from a "the world" perspective; per capita it's about a buck fifty. I once heard Americans spend about a billion dollars a year on chewing gum, for instance, and that's just in the US.

Bit of a logical disconnect there, going from accusing slutty women of driving HIV research for the purpose of unrestrained sex with what they imagine to be an incredibly tiny portion of the male population to calling it a gay disease. And hooray, juicy bigotry to fill in for the empty space where thoughts ought to be in the heads of the self-styled gurus of human nature who don't seem to understand that if they knew half as much as they thought they did they wouldn't keep pissing women off and form a real relationship.
If they even know what a relationship is to begin with.
The largest reason HIV/AIDS is so wide spread in Africa is simple: Misinformation. In addition to garden variety ignorance certain groups deliberately misinform people how it spreads, namely through blood rather than exclusively fucking. Surgical tools are not properly sterilized between uses. Medical waste is dealt with improperly and piles of used bandages, used syringes, and tainted blood are not safely disposed of. Wild game is unsafe to eat because the virus originated in the native wildlife and additionally anything that bites you could well be a carrier, or could become carriers by biting infected humans or other infected animals.
Not knowing any of this means people cannot take adequate precautions. Worse, suppressing real information to drive a political or religious agenda that paints people as an imminent danger and even intentional menace drives people to horrific and barbaric acts believing they are "solving" the problem by attacking what they were deceived into believing was the cause. Not only does this frighten off and discourage people who would tell superstitious idiots better but having a viable target and being convinced there was an actual conspiracy against them similarly disinclines them to believe in people who pass along real information and consider them part of the problem.

That's because a gay man was patient zero in the US and Canada, and from there it spread to other developed nations. For this and other reasons that I (once) thought were common sense, HIV in developed nations has been kept largely constrained to the gay-male population and spreads unusually easily and quickly within it:
1. Gay men don't, y'know, tend to have sex with women.
2. Bisexual men tend to, y'know, have sex with men too, even if they also have sex with women.
3. The pool of potential (male) sex partners is much smaller for gay and bisexual men.
That's all there is to it. We dudes who dig dudes may tend to have looser sexual mores generally speaking, but the actual extent of this is normally grossly exaggerated. (I've seriously seen at least one fundie claim that the average gay guy has thousands of sexual partners . It boggles my mind that someone believes that figure could even be realistic for any segment of the population.) The above reasons contribute more to the HIV situation among the gay-male population.
