Under reasonable circumstances (condom, antiviral treatment and perhaps avoiding high risk activity) the risk of contracting HIV becomes quite infinitesimal.
As in, you're more likely to be killed in your car driving to your date/hookup than you are to contract HIV from that person.
So yeah, I do question the proportionality of such an extreme response to such an extremely small risk.

Phobias are usually concerning things that aren't really dangerous, but can be perceived as such anyway.
HIV/Aids is potentially lethal, and as such is really dangerous. With today's medication (for those who can both afford and get hold of them) it can be kept manageable. In many parts of the world, this medication is still mostly unattainable.
As such, not wanting to contract HIV/Aids is not a phobia, and you ought to have the right to know if your potential sex partner is infected, so you can make an informed decision. All known STD's ought to be communicated beforehand, of course, not just HIV/Aids.
Everyone engaging in sex with others has an obligation to protect themselves and others from STD's and unwanted pregnancies.

But somehow lots of people managed to die of AIDS back before we could treat it.
I work in a factory and am required to lock out before I ever go into a machine. It reduces the risk of an accident. If the person on the shift before me knows for certain that the machine is prone to dangerous movements today, he/she will be required to inform me, even though I am expected to lock out anyway before going inside.
In the same way, if having sex with you carries a known risk rather than a potential one, you should inform the other person. We don't "meh" the incels who think they are entitled to have sex. We shouldn't "meh" the HIV Henrys.

You could just have sex with other people who also have HIV. Still use a condom, I've read articles about how sharing different strains of HIV can make the disease worse.
It's not hard to find someone under those constraints. There are HIV+ dating sites. Go to one!

They are getting closer to a cure, so just be patient. You will probably be cured within your lifetime. In the meantime understand that people don't like to catch life-threatening diseases, even ones that can be treated with side-effect-inducing medications.
He's not actually wrong there. Under proper conditions and precautions, the risk is pretty damn small and in a lot of cases, folks who are HIV+ and on medicine therapy to the point of being undetectable are often safer prospects than the very common "clean" ones who assume they're neg and don't get regular tests (which is honestly a huge number). HIV knowledge and treatment has come a long way since the plague years.
But that still in no way entitles them to sex with someone, because literally no-one is entitled to sex with another person.
Oh and EDIT: of course, disclosure is key. I did not even know that needed to be said.
