@Doubting Thomas: actually, they DO realize that.
They're just finally becoming comfortable with it. They've decided that fascism isn't a bad thing if the right people are in charge, and the right people are silenced or dead. This is just the organizing phase. They're still sorting out their jobs, y'know, little details like who gives what orders and whether it's going to be a casual dress "come as you are" party or a fancy formal affair complete with uniforms when they finally get down to business.
The bloodshed comes a little later.
