Actually, "Niger" is a river whose name comes from an African language and probably got conflated with the Latin word "niger" (which just means "black") at some point. Note that most of the linguistic communities who live along or near the Niger River don't actually call the river that.
"Nigger" is how mostly-illiterate southerners pronounced the word "negro" that evolved into an ethnic slur.

Niger (ni:'ger) is the original Latin form. It is you, the rednecks, who never figured out how to spell or pronounce it or its derivates in the Romance languages (French négre, Spanish negro) properly.
The name of the river (and thus of the countries of Niger and Nigeria) is probably derived from Tuareg Egerew n-Igerewen or gher n-gheren , "river of river" (appearing as "Ni-Gir" in the maps of Claudius Ptolemy), as misinterpreted by Western folk etymology.
