they do it all the time. at any swimming pool or beach, there will be women in bathing suits in public.

Ye-es. All beaches and pools and bathhouses I've been to have been more or less public, and women there have been dressed in bathing suits (mostly bikinis).
You'd prefer women wearing one of these, wouldn't you, Zo-Zo?
