I like the idea a lot but I think there is not enough enthusiasm for it to be applicable.

I believe a "Lottery of death" in a cryptocurrency like Zcash is an easy way to start an Assassination Market where people interested in killing some public figure buy lots of early tickets raising the jackpot then the killer buys one ticket when the initial loading has settled so he can collect the rewards.

But still, not easy to gather hundreds of thousands for each killing.
