By that logic the intelligent proto-Caucasoids stayed in Asia and the dumb ones went to Europe. Look at Dark Ages Europe compared to China and India from the same time. Two can play this little game....
Humans ALWAYS move about the planet. It's like it's in our genes, our natural wanderlust. Some Africans left Africa during a time in the last major Ice Age when grasslands and overflowing rivers in that part of Africa started to recede. Some of the Africans went north (to North Africa), some went northeast (to Eurasia and the Middle East), some went south (proto-Bantus) and some went southwest (the Khoi peoples). Some people (predecessors to the Omotic people) stayed put and toughed it out in that region.
Various peoples eventually migrated BACK to Africa in later periods (such as the ancestors of the Taureg, the Afar and the Tigray).

Same thing in African history. Actually, those kinds of things popped up earlier in African history than in European history for the most part. Nothing to do with "race", though. Africa (except for southern and central Africa) began the Neolithic Revolution earlier than most of Europe.
