the Y chromosome mostly has a few "master switch" types of genes, that tell a developing embryo when and how to turn down the "male" developmental paths rather than stay in the default "female" lanes. all the real information about the sexes is stored in the rest of the genome, pretty much. and it's mostly all developmental stuff, too; i don't think there's many (if any) genes active on the Y chromosome of an adult man.
which would fit the pattern, because adult women only have one active X chromosome, too. their other one gets shut down before birth, even.
Part of what he is attempting to allude to is that mutations regarding intelligence occur in the X chromosome. Men do not (usually) possess a second X chromosome to back up the mutated one. As a consequence there are indeed more male geniuses than female ones, as well as more really stupid men than really stupid women.
(The fact of the quotee being a man supports that last point.)
As for evolutionary stagnation it's we males who have the problem - the Y chromosome cannot exchange with a partner and is thus devolving. Possible futures for species using the XX/XY chromosomes to determine sex might involve females who can reproduce with each other, fertile XX-chromosomed males (which has happened in at least one species of rodent), or artificially induced conception.

Colour blindness is primarily found in men because it is passed on through the X chromosome, because it's recessive, therefore for a woman to be colour blind she needs to have the gene in both X chromosomes, whereas, with only one X chromosome, it will be more common in men as there is no second X chromosome with a more dominant gene. The point I'm getting at is that, whilst there may be advantages possible through having X and Y chromosomes, there are disadvantages too, therefore it cannot be used as a marker for the superiority of males or females.
