They simply do not care about laws. One of the only things the commies did sort of right was gypsy-handling. Thieves, burglars and such were beaten senseless when they were caught by the police, which kept gypsy crime to very low levels.

One thing you need to know about them : they are cowards; like really, really afraid of getting beat up. They aren't like the crazy Somali or the rabid Islamists, they are very, very cowardly and will only be dangerous in large groups. If they sense there's a chance of getting their asses beaten, they'll default to the "Nu da, sefu' " mode (means "Don't hit me, boss"; which is what any and all gypsies say when they get caught)
