You know, despite having had several relationships over the years, I've never celebrated Valentine's day. I don't care that much, and my partners never seemed to either. And while I'm not exactly poor, those prices seem seriously out of whack. (The commentary on prices below is based on US dollars, but even if it's Canadian or Australian dollars, my equivalent prices would be roughly 25% higher right now, which isn't really that much.)
$150 for dinner? Don't think I've ever gone over $35 for a dinner for two, not counting tips. Usually I pay my share, but occasionally it's their treat or mine.
$60 for wine? My favorite wine (Espiral) costs $5 a bottle, and I don't think I've ever gone above $15 on drinks. And I always pay for my own, unless it's their house and they're serving. I also don't normally drink while I'm out on a dinner date, mostly at parties or public events where I'm not a designated driver, or at-home dinners.
$20 on flowers? Never gotten flowers nor asked for any. If anyone had ever done so or asked about it, I would have told them to please not give me any dying plants unless they're edible. Would accept a live houseplant, though.
$30 for cab/Uber? Don't know if that's accurate, never needed one.
$100 for new clothes? If anyone's ever worn new clothes for a date with me, I've never noticed. Then again, a lot of relationships haven't lasted long enough for me to know what outfits they normally have. I do buy a new "special occasion" outfit about every other year, but rarely for any specific occasion. I think it went up to something like $120 once, but it's usually more like $60. Also, half the time it's lingerie, so unless the date's at an adults-only party or sex club, you won't see me wearing it until we get home.
$50 on pre-date haircut and shave? What, you seriously can't shave yourself? And if you happen to need a haircut, $15-$20 is good enough.
While I can't say the same for everyone, you don't need to bribe me with food or displays of wealth to get into my pants. If anything, I'd take a very obvious attempt to do so as an insult. Just don't stink or be covered in filth, don't wear ratty or offensive clothes, and do display signs of being a decent human being at all times. I'd say "you'd be surprised how few people clear that low bar", except if you're reading this site, you probably wouldn't be surprised at all.
