Evil in the Bible is defined as the slightest act or thought that is contrary to the maniacal whims of a capricious God. So when God says he’s going to eliminate ‘evil’ it means he’s going to eliminate anything that stands in the ways of his genocidal and blood-thirty desires, including all those capable of having thoughts that aren’t pleasing to him.

How he always does it. Killing the people involved after they’ve committed the evil act. Or maybe reward those same people because the evil act was pleasing to God. It’s all up to his whims and ‘eternal plan’
