In Sweden it's before week 19 for whatever reason, and before week 22 for medical reasons. After that it's considered a birth.
Embryos and fetuses are aborted, not babies. Babies have been born. That's one reason why pregnant people say "we EXPECT a baby", "we are GOING TO BE parents".
Most people rather think "Can't take proper care of a baby right now", rather than "Don't want a girl/boy/gay child".
