Most of those government supplied services come with limits or applies a salve to critical social conditions: people starving to death in the streets or keeping the insane or desperate addicts from harming themselves or others. Getting you sex is neither of those, especially since you want is a free sex slave. Where is you tax money going? To provide services that you most likely don't even notice on a daily basis: police, education, firefighting and so on. And given how often the government screws up like Philbert McAdamia said, it won't go well. If nothing else just how do you think the women for this are going to be gathered? Volunteers? Don't think so. Not for the kind of woman you think you deserve anyway. Good luck finding an off the books job that pays well, is safe and isn't run by assholes who will treat you like dirt. Homeless shelters aren't like a 5 star hotel. They're called shelters for a reason.
Same with low income housing. Those homes are basic low maintenance living areas that are subject to random inspections by the people in charge of the housing in the local area.
Women, Infants, and Children (WIC) and Electronic Transfer Benefits (EBT "food stamps") get about $125 USD per participant per month for assistance.
Mental Health and Mental Retardation services (MHMR) help individuals from low income with basic services to keep them from being a danger to self or others and/or to ensure their welfare and safety.
