I don't really agree with either one, but i can see it.
How the hell do you test for gay, though? This only makes sense if you purposefully make the consequences of claiming to be gay so humiliating as to prevent anyone from doing so just to avoid service.
So, it probably is degrading.
1, to prevent casual use of this 'out'
2, because the people setting up this system want to punish anyone who admits to being gay
3, why would the gays lie?
